I know about the food penalty, I'm just having a real hard time getting enough money to actually upgrade anything. Remember, every city has its own food supply now and is seperate from the region its in unlike the base game. I think it's something like -18 public order and a percentage loss on wealth produced, so make sure there are wheat farms in cities with high fertility and camel farms in cities with low fertility. If a city (not a region, a single city) does not have positive food that IT produces, it gives an enormous penalty. This part is less relevant to the faction, but make sure every single city has a food building. Build a Grand mosque in every settlement, you need to convert the population asap and it gives a great boost to public order (1500 upkeep cost which is a lot, but that massive influx of cash will be enough to cover it). Every other city outside that region, I made sure to not upgrade buildings to the max because buildings give a massive hit on public order, I usually only upgraded to the second to last upgrade level. I was making about 30,000 gold a turn with about 18,000 coming from trade (ton of trade goods) and almost all of the rest from the Iraq region. If public order gets too low in any one settlement, you just move the army stationed in the region to the city.

What I did was keep a small public order army in Iraq, and just max out all the buildings in that province without caring about public order. I played that exact same faction, and it is difficult to maintain public order but not impossible. This is especially jarring since I cannot remember Public Order being this hard to maintain, especially in regions with your religion, and improve in Medieval 2, the spiritual predecessor to this game.

Am I missing something crucial? Or are you just supposed to sit on your settlements like a mother hen and lose the initiative because your metropolis with a bathhouse, arena, guardhouse, wine distribution center, blowjob factory, free money, and pony rides is unhappy. I know the campaign is in its alpha stage, and am glad to finally get to play it, but I find many of my settlements hovering in the low public order range even as they are improved with higher level buildings. At most I can keep settlements in the single digit positives with extremely good governors and lots of PO buildings but this is obviously expensive, time consuming, and requires luck.

In this mod the same level buildings provide +2 or +4 which together aren't typically even enough to lift a settlement out of the negatives on their own, even in your capital. For example, in vanilla theaters provided a lot of public order, +7 on tier 2 I believe, and religous buildings gave you at least 5 on the same level. It seems as though all the public order increasing buildings have been nerfed from their vanilla counterparts and even high level Public order buildings provide minimal bonuses. While I'm enjoying much of what the mod has to offer I'm finding it difficult to keep public order in the positives, even 40+ turns into the game (Playing as Abbasid Caliphate).
